Congress should pick-up gauntlet thrown by Obama only after ensuring RGPO and people-centric UN policies

Sub:- US military should be sent by US Congress in harm’s way in NAME only after ensuring RGPO and people-centric UN policies
-- It was not the first time that the question of authorizing the use of military force against ISIS was raised. In US Media it has been discussed umpteen times. But the way President Obama in his 2016 State of the Union address said (which is as good as throwing a gauntlet to Congress) that - “[If this Congress is serious about winning this war, and wants to send a message to our troops and the world, you should finally authorize the use of military force against ISIL / ISIS. Take a vote.]” - US congress will derelict in its duty towards the people of USA if now Congress does not do so. But best fighting force the US military should be sent by US Congress in harm’s way in North Africa and Middle East (NAME) for eliminating Islamic terrorists like ISIS etc only after ensuring ‘Regulated Global Political Order’ (RGPO) and people-centric UN policies as given below:-
(1)- First and foremost it needs to be understood by US congress that Obama is absolutely right when (in the context of politicians insulting Muslims, when a mosque is vandalized, or a Muslim kid is bullied) he said about Muslim Americans that - [ “We the People.” Our Constitution begins with those three simple words, words we’ve come to recognize mean all the people, not just some; words that insist we rise and fall together].
(2)- At the same time Obama is absolutely & horribly wrong when he often considers Islam a religion of peace. Obama should know that it is not perverted interpretation rather it is right interpretation of Islam which has produced Islamic terrorism (as also by Muslim husband and wife the perpetrators of 12/2 terrorist attack at San Bernardino, California under influence of poisonous propaganda of ISIS). For practical purpose religion is what is interpreted by religious leaders but Obama and other defenders of terrorist tendencies (wrongly claimed as aberration) of Islam never questioned the religious leaders of Islam of ISIS territory that:-
(i)- How could ISIS perpetrate atrocities and cruelties on civilians (of ISIS territory and of other countries through terrorism) including on children, women and old people when millions of people in ISIS territory (including ISIS fighter) were coming to them at-least on every Friday for Namaz ? (ii)- Does it not mean that all these cruelties and terrorist acts were carried out by ISIS in the knowledge or with the approval of these religious leaders of Islam in ISIS territories? (iii)- Does it not prove that Islam is not a religion of peace and its religious leaders have developed vested interest in ISIS which wants to enforce Sharia Laws (through unethical bloodshed) which ultimately empower clergy of Islam in Caliphate?
(3)- The US Congress should understand that ISIS is not confined to Syria and Iraq rather through its affiliates ISIS has spread its tentacles in other countries of NAME. Moreover Islamic terrorists like ISIS etc could emerge in NAME for the simple reason that (i)- Communal elements (including regime) perpetrated gross injustice on religious minorities due to absence of secular constitution in NAME (ii)- People in Muslim NAME countries are under stranglehold of medieval clergy hence modern & progressive Muslims in NAME can not prevail unless they get support from world-community ON STREETS (iii)- Islam has been able to bring such misery to the people of NAME region because there is no competition to it from other religions
(4)- Hence in order to overcome these problems following should be ensured by US Congress:-
(i)- International Political Parties ( IPP) registered at UN (which will also take part in election in NAME / Syria etc) to take care of demoralized & incompetent local population who on their own can not manage politics of their countries. (USA can utilize the services of Muslim-Americans in launching such IPP in NAME, first in Syria).
(ii)- Notwithstanding so-called sovereignty (of even such UN member countries who do not have competence and resources to defend sovereignty) instead of Optional Protocol OP-1 the Mandatory Protocol MP-1 of ICCPR of UN should be there for enforcing human rights in every country first in NAME, even militarily if necessary.
(iii)- Mandatory requirement for every country first in NAME to provide adequate facilities and place for protest / demonstrations and prisons for those who break laws or offer arrest during protests / demonstration (‘excess on demonstrators’ was main excuse for regime change as happened in Ukraine and in many NAME countries).
(iv)- Mechanism (including international) for prosecuting government authorities first of NAME committing serious crimes including excess on demonstrators / protesters and war crimes (including thus-far have been committed by ISIS etc).
(v)- National Human Rights Commission (along with States Human Rights Commissions) in NAME Countries which will be a mechanism (in close contact with UN Human Rights Commission) to ensure human rights in all the NAME countries as per ICCPR of UN.
(vi)- UN Election Commission (UNEC) for supervising (in presence of UN Peacekeeping and Stabilization Force) the work of Election Commissions first in troubled NAME countries (in Syria etc) under secular & human rights friendly constitution.
(vii)- Freedom of religion should be unfettered first in NAME and ONLY ‘conversion through physical coercion’ (and not through so-called inducement of any type) should be made illegal first in NAME.
(5)- Obama was right when he said that - [“Our foreign policy must be focused on the threat from ISIL / ISIS and al Qaeda, but it can’t stop there. For even without ISIL / ISIS, instability will continue for decades in many parts of the world – in the Middle East, in Afghanistan and Pakistan, in parts of Central America, Africa and Asia. Some of these places may become safe havens for new terrorist networks. The world will look to us to help solve these problems, and our answer needs to be more than tough talk or calls to carpet bomb civilians.”] - Once US Congress is able to solve the problem of Islamic terrorism in NAME (as mentioned above) it will go a long way in solving it in other Muslim countries too.
It is hoped, US Congress will send the best fighting force the US military in NAME region to bring peace and succor to the region but at the same time will also ensure (by ensuring above mentioned RGPO and people friendly UN policies) that the efforts & sacrifice (in harm’s way) and blood and lives of US military do not again go in vain (as happened post 9/11 in Afghanistan, Iraq, Libya etc)
